Boukataya questions the Ministry of Agriculture about the stalled collective memorization of the Maharash and Nawaura villages in the Jarada region

Economy of the East
The issue of collective real estate memorization in the Maharash and Nawawara villages in the Ayounat community in the Jarada region returned to the forefront of the debate, after parliamentarian Radwan Bouktaya sent a written question to the Minister of Agriculture, Fisheries, Rural Development, Water and Forestry, under the supervision of the Speaker of Parliament, asking for clarifications on the outcome of this process and its social and economic consequences.

Inertia and its impact on the population

The parliamentary question highlighted that the inhabitants of Douarain are living in a state of uncertainty as a result of the stalled collective memorization process, despite the urgent need to settle the legal status of agricultural and oasis lands in the region. This has led to the emergence of several issues, including the lack of clarity about real estate boundaries, the difficulty of documenting properties, and the complexity of resolving disputes.

Bouktaya pointed out that the lack of involvement of those concerned in decisions related to conservation further complicates the situation, as large segments of the population find themselves unable to stabilize their properties, which hinders access to support and development programs, especially in a region that relies mainly on agricultural and local activities.

Economic repercussions for local investment

According to the question, the suspension of the legalization process does not only affect the level of administrative services, but also local development. The failure to determine the legal status of land prevents residents from legally exploiting their property, hinders the expansion of agricultural investment, and delays the region's access to rehabilitation and rural development programs.

The parliamentarian added that this stalemate has lasted for years, at a time when the regional community needs to move key real estate files related to agricultural investment and the mobilization of real estate for development projects that directly benefit the population.

Call for urgent solutions

In his correspondence, Bouktaya emphasized that the continuation of the current situation exacerbates real estate disputes and increases tensions between residents and the authorities in charge of the file, demanding to reveal the measures that the ministry will adopt to address this stalemate.

He also called for accelerating the preparation of real estate fees for the properties subject to the collective memorization process in the Maharash and Nawawra villages, in order to relaunch the process according to clear and transparent procedures that preserve the rights of the residents.

At the end of his question, the parliamentarian stressed the importance of adopting an approach that ensures a fair and equitable settlement of pending real estate files, helping to better utilize land and enhance local development opportunities
