Eastern Province Council announces the recruitment of 10 positions in various specialties

The President of the Orient Region Council issued Decision No. 557 dated October 6, 2025, regarding the conduct of a recruitment match for 10 positions distributed in different grades. This match comes within the framework of strengthening the human resources of the Directorate of Administrative and Legal Affairs of the General Directorate of Services in the East Region, in accordance with a set of organizational and legal texts in force.
Distribution of positions and specializations
The competition includes various positions spread across four job grades. For the position of State Engineer I, one position has been allocated in the specialty of information engineering. Candidates must hold a State Engineer degree issued by national schools, institutes or university institutions qualified to deliver it, or an equivalent degree in accordance with the applicable regulatory requirements.
At the second level, one position is reserved for a human resources management officer, requiring an in-depth postgraduate diploma, a specialized postgraduate diploma, a master's degree, a specialized master's degree, or an equivalent degree in accordance with the applicable statutory requirements. Another one position at the second level is reserved for an administrator in the specialty of private law.
The third grade includes 3 positions for technicians specialized in housekeeping, requiring a specialized technical diploma issued by a vocational training institution accredited in accordance with Decree No. 2.86.325 of January 9, 1987 establishing a general system of vocational training institutions, or an equivalent diploma determined by law in accordance with the regulatory requirements in force. In addition to one position for a technician specialized in accounting.
At the fourth step, two positions are reserved for a dispute management technician and one position for an accounting technician, with the same apprenticeship requirements as for the third step.
Terms of participation in the match
Article 2 of the decree specifies the conditions for participation in the match, in which candidates of Moroccan nationality who are at least 18 years old and at most 45 years old on January 1 of this year will participate for the position of state engineer of the first degree, as well as for the position of civil servant of the second degree.
As for the third and fourth grades, the candidate must be at least 18 years old and at most 40 years old on January 1 of the current year for technicians of the third and fourth grades. The upper age limit can be extended for a period equivalent to the period of valid or correctable service for retirement without exceeding 45 years.
Candidates must also have diplomas and certificates issued by schools, vocational training institutes or national university institutions qualified to deliver them, or one of the equivalent certificates specified by a decision of the Minister in charge of modernizing public sectors in accordance with the requirements of the above-mentioned Decree No. 2-12-90 issued on 8 Jumada II 1433 (30 April 2012) as indicated in the table below.
Documents required for the nomination file
Article 4 stipulates that the candidacy file consists of the following documents The application for the recruitment match, a copy of the certificates and diplomas in the required disciplines accompanied by a copy of the equivalency decision if required, and a copy of the national identity card.
This is in addition to the candidate's CV with a recent photo, phone number, personal and email address, and a certificate of registration on the list of persons with disabilities issued by the Ministry of Solidarity, Social Development, Equality and Family.
The dossier also requires a certified copy of the original certificate proving the status of resistance fighter, patriot, veteran or veteran. Candidates who have the status of a patriot, veteran or war veteran must submit their files through the Hassan II Foundation for the Social Action of Military Veterans and War Veterans, along with a certificate attesting to this status.
Nomination Procedure
Nomination files are distributed at the East Region Control Office against a receipt of receipt, during working hours in public administrations. Or they can be sent by guaranteed mail to the following address: Orient Region Administration, Crown Prince Moulay El Hassan Street, Oujda, from the day of publication of this decision until November 17, 2025, which is the deadline for accepting and depositing nominations.
Candidates who are employees must attach to their nomination files the explicit approval of the head of the original department in order to pass this match, under penalty of having their application rejected and being removed from the list of successful candidates if it is later found that they are employees or contractors with another department or local government and do not have this approval.
Organizing the game and ensuring a level playing field
Article 1 of the decree sets the date of the match on December 14, 2025 at 9:00 a.m. at the centers that will be announced when the list of candidates accepted to pass this match is published. The number of positions to be contested is limited to 10 positions as indicated in the table below, with 25% of these positions reserved for persons who have the status of veterans of the resistance, military veterans, war veterans or the nation's beneficiaries, and 7% of them for disabled persons holding a disabled person card issued in accordance with the provisions of Article 8 of Decree No. 2.97.218 of June 18, 1418, corresponding to September 19, 1997.
Rules for taking tests
Article 5 stipulates that the match includes one written test and one oral and/or practical test, the duration, parameters, and subject matter of which are defined as follows: No diploma or certificate outside the required specialization will be accepted.
In addition to the aforementioned documents, the candidates who are finally successful in this match are obliged to complete their file with the administrative documents required by law for appointment to the public service. Any file that does not include the required documents or is received outside the deadline will be disqualified.
