Interior Minister Abdelwafi Liftit responds to allegations that the Oujda landfill deal is within the framework of the law

The minister emphasized that the Oujda Metropolitan Community respected all legal procedures in the preparation and implementation of this contract.
The true cost of the contract: Correction of numbers
Liftit explained that the total cost of the delegated management contract is 66.678 million dirhams over 15 years, the duration of the contract, correcting the figure in the MP's question. He also pointed out that the amount of the contractual investment program is approximately 365.64 million dirhamsequivalent to about 54 percent of the total cost.
The Minister explained that the Ministry of Interior supported this investment program with an amount of 160 million dirhamswhile the amount of support provided to the authorized company so far 51.5 million dirhamsaccording to the level of progress, correcting the figure of 8 billion centimeters mentioned by the deputy.
Monitoring and contractual penalties
Regarding the application of Article 58 of the contract regarding sanctions, Liftit emphasized that the Community, through the tracking and monitoring bodies stipulated in the contract, ensures that all contractual obligations are followed up, whether at the level of investment or exploitation. He revealed that the amount of fines applied so far in terms of exploitation amounted to 179,000 dirhams.
Regarding the delay in the completion of some components of the investment program during the first two years, the minister stressed that the Community will not hesitate to apply the necessary sanctions once the required conditions are met in accordance with the contract requirements.
Controlled landfill and updated environmental services
Liftit noted that the Oujda landfill is a monitored landfill and meets the rules for organizing landfills stipulated by Law no. 28.00 related to waste management and disposal. The landfill relies on landfill technology and the valorization of waste by extracting methane gas and converting it into electricity.
In the context of the renewal of the delegated management contract on October 27, 2023New services have been added, including a waste sorting and recycling center, as well as a waste sap treatment plant, to minimize the negative effects on nearby residents and the surrounding environment.
