Eastern Province's Territorial Health Cluster comes into effect

On Thursday, December 11, 2025, a Cabinet meeting was held under the chairmanship of Mr. Aziz Akhannouch to discuss a number of draft legal and regulatory texts, including decrees related to the activation of territorial health groups in several regions of the Kingdom, in accordance with the provisions of Article 92 of the Constitution.

In this context, the Council of Ministers approved the draft decree no. 2.25.1047 relating to the effective date of commencement of the exercise of the powers of East Region Territorial Health Grouppresented by the Minister of Health and Social Protection, in the context of continuing to implement the reform of the national health system.

The decree sets the timeframe for the start of the East Region Territorial Health Group's exercise of its competencies, as it was decided that the actual commencement of the work will take place as of The first day of the third month following the date of its first board of directors. This measure is part of the gradual operationalization of the legal requirements governing the establishment of territorial health groups.

The move aims to promote health regionalization by assigning health planning, management and coordination tasks at the regional level, allowing health policies to be adapted to the specificities of each region. In the case of the Eastern Province, the Territorial Health Group is expected to contribute to improving the organization of the health supply, strengthening coordination between different public health institutions, and increasing the efficiency of the management of human resources and equipment.

The inclusion of the eastern region among the regions concerned with the implementation of this project at an advanced stage is part of a gradual approach that includes the entire national territory, as the government council approved similar decrees for a number of other regions during the same meeting. However, the focus on the eastern region reflects the public authorities' keenness to ensure a balanced implementation of the health reform, taking into account the territorial challenges and demographic characteristics of the region.

It is expected that the effective launch of the regional health group in the East Region will be a key organizational milestone in the process of health sector reform, by bringing health decisions closer to the regional level and strengthening the governance of health services, in line with the general directions of reforming the national health system.
